Exterior work in a city that fought to stay rural

For most of the 1990s and 2000s, Lake Elmo grew slower than nearly every other city in the east metro on purpose. While Woodbury, Oakdale, and Cottage Grove filled in with subdivisions, Lake Elmo pushed back on regional pressure to extend municipal sewer service, wanting to keep large lots, working farmland, and well-and-septic living intact. The fight went all the way to the Minnesota Supreme Court. The city lost in 2004, sewer lines went in, and building permits went from around 30 a year to well over 200. That history is still visible in how the city is built today, and it matters for anyone hiring an exterior contractor here.

Drive through Lake Elmo now and you’re seeing two different housing stories side by side. Newer neighborhoods like Easton Village and Cimarron sit on what used to be farmland, with modern construction, municipal utilities, and finish-level expectations closer to a newer Woodbury build. Older sections, especially around the Old Village near the rail line and the properties ringing Lake DeMontreville, Lake Olson, and Lake Jane, are still on private wells and septic systems, some of it decades older and built for a much more rural setting. Older properties on bigger lots often need drainage solutions built for open land and longer roof runs, while newer subdivision lots deal with tighter setbacks and shared grading between neighbors.

When you’re comparing bids, ask a contractor directly whether they’ve worked wells-and-septic properties versus newer sewered lots in Lake Elmo, since the two call for different judgment calls around grading, venting, and drainage placement. Confirm they’re licensed and pulling permits through Washington County or the city as required, and ask how they’d handle a roof or siding job on an older structure where the original materials and code requirements might not match what’s standard today.
